Explanation & overview of the types of turnback policies for contest officials
There are two types of turnback policies:

Ineligibility Turnback: You will be removed from a game if you do not meet eligibility requirements set by your state (or local) association within a number of days before a contest (which is determined by your state or local association).

Assignment Acceptance Turnback: You must accept or reject your assignment within a designated timeframe (defined by your association) to avoid being rejected from the contest.
In summary, it is important to fulfill all eligibility requirements and respond to game assignments promptly to avoid being rejected from an assignment.
Example: In the screenshot below, the official has been rejected from a contest. The reason (as seen below the warning) is due to missing an eligibility requirement.
